STiR Education and BBPMP Sign MoU to Launch Phase 2 of Indonesia Programme, Strengthening Teacher Motivation and Education Quality

Bakti Barito Foundation and STiR Education has officially entered Phase 2 of its Indonesia programme following the signing of a Memorandum of Understanding (MoU) with Balai Besar Penjaminan Mutu Pendidikan (BBPMP), the Centre for Education Quality Assurance under Indonesia’s Ministry of Primary and Secondary Education.

The MoU marks a significant milestone in STiR Education’s partnership with the Government of Indonesia, reinforcing a shared commitment to improving learning outcomes by reigniting intrinsic motivation among teachers, school leaders, and education officials. Building on over four years of implementation and learning in Indonesia, Phase 2 will focus on system-level sustainability and scale, with BBPMP playing a central role in coordinating and supporting expansion across East Java, while Bakti Barito–STiR continues its work in West Java, East Java, and East Nusa Tenggara.

Scaling Impact Through Government Partnership

As part of Phase 2, Bakti Barito–STiR Education will expand implementation in East Java from two to ten districts. Through the MoU, BBPMP will lead provincial coordination, district onboarding, and alignment with national education quality frameworks.

This phase places strong emphasis on embedding STiR Education’s approach within existing government systems, enabling districts to strengthen teacher development practices through structured peer learning, coaching, and data-driven reflection. By partnering with a provincial-level quality assurance institution, the programme aims to accelerate district-level adoption, strengthen coherence across regions, and support long-term system improvement.

A Proven Model for Improving Learning

STiR Education’s approach focuses on behaviour change and intrinsic motivation, rather than traditional, one-off training models. Through Learning Improvement Cycles, teachers, principals, supervisors, and district officials engage in peer learning, coaching, reflection, and continuous improvement informed by data.

An independent impact evaluation conducted in 2024 by Deloitte, with academic review support from Northeastern University, found that STiR-supported districts in Indonesia achieved 16.4% higher literacy outcomes compared to control districts, alongside improvements in student social-emotional learning and teacher autonomy.

Strengthening Sustainability and Local Ownership

The MoU with BBPMP reflects a shared commitment to government ownership, cost-sharing, and long-term sustainability. Over the course of Phase 2, BBPMP is expected to increasingly lead coordination and stewardship of the approach in East Java, with Bakti Barito–STiR Education transitioning into a strategic technical partner role.
